The Eagle's Voice is actually merely a bit part player in Alan Moore's Prequal to the TOP 10 series he did for America's Best Comics (Wildstorm) called The Forty Niners. Set in a city entirely populated with ex Wartime superheroes. Who have to readjust to normal live under normal rules. The Top 10 are merely a Police Station District.


I think although I'm not sure he must have been based on some old hero. He also reminds me of Marshal Law (I think it's the hat)
