He was also the perfect typical super villain as Siegfried on Get Smart. He was the most hilariously evil super villain I've ever seen on the movie screen.

Zod was top for sure.
Mark Hamill who played the Trickster on the Flash series was amazing too.
Heath Ledger as the Joker...I don't think anyone saw that coming, but he was damn good. __________________

Well he was playing a comic book character. I guess he's as super as the Joker so Paul Newman counts too.

i have to say ledger's joker. i know it's quickly beconming the cliche' answer, but th fact of the matter is, he was so good that evry single one of his lines is quotable. every tiome he came onto the screen he was thrillingly entertaining. ledger changed his voice, posture, and even typical ticks, and facial expressions. i cannot imagine him on set, because when they'd say "cut" i can't fathom him snapping out of the role. he was just spectacular.
furthermore, i thought the green goblin 1(although his mask was a little...maybe could've used some more purple) and 2 were good, along with doc ock. i also really liked magneto,k and even toad had a good turn in the firt x-men film. i liked the zod squad, superman 2 is my fvaorite of the franchise, and even the gangsters in batman begins and the dark knight were pretty awesome, including scarecrow, and especially ra's al ghul as portrayed by liam neeson. i even really liked colin farrel as bullseye and michael clarke duncan as the kingpin. the elf king was cool in HB 2, and the knives-for-hands-sand-guy was cool in HB 1. i love most of the villains in fact, and i think they're what makes comics such a great medium. i even liked (vfor the purposes of being a kids movie)arnolds's mr. freeze. haven't seen that one in some time, but despite its' campiness, i liked it when i was little. i'd have to re-watch the burton batmans to see where their villains stood on my list. i've heard the villains in those were great. two-face and the rddler in batman forever played virtually the same character though, despite the talents of carrey and...i forgot his name. but you know who i mean. gene hackman's lex was goofy but effective, spaceey's was the only saving grace of superman returns, and the smallville lex is awesome. interesting tidbit, when you search images of lex luthor, the first few are rosenbaum, the next few are spacey, then NO hackman on the first page.

Michael Rosenbaum would definitely go high on my list and interestingly enough he also played a Zod possessed Luthor on Smallville.

The best villain actor of all time goes to Heath Ledger as the Joker. He raised the bar higher for all future actors to come. At first I was wondering if I thought so because the role was so fresh in my memory, but looking back, and having watched other superhero movies recently, I think Ledger still wins. He totally disappeared into the role. You never once think that Ledger is the Joker, you just agree that the Joker exists. And with a movie which hosts the likes of Michael Caine, Morgan Freeman, etc, Ledger still owned every scene he was in.
Next on my list would be Jack Nicholson as the Joker. What can I say, the Joker is a rich role to play.

4) General Zodd..played by the guy I can't recall
5) Magneto played by Sir Ian McKellan.
