one thing i've recently discovered that gives it a bit more of a professional look is water color pencils.
you just use the watercolor pencils like normal colored penicils, then  go over them with a wet paintbrush after you've finished.  it looks better than just basic colored pencils.

You could go old skool and use coloured inks, or even magic markers see

www.ghostzero.com

In truth you can colour work using anything that makes colour. From sticking down colour paper to wax crayons or pastels. Then scan it or photograph it back onto your pc.

Depends on what you mean.
If you have a drawing tablet and adobep photoshop,
then I can tell you the easiest way to do it.

IN PHOTOSHOP:
Make the background white, then make a new layer.
On that layer use a fairly light color or tone down on the opacity setting with a black brush.
Sketch out the page or figure( s ) in the first layer.

Make a new layer, on that layer make the color significantly darker, but not flat black yet.
Do the details on that layer.

Then, create another new layer and ink it in flat black.

After you have done that the picture will be pretty messy, but if you have then all on different layers like I've instructed you can easily just delete the first two layers leaving a clean picture.

I hope it helped.
If you want tips on coloring, or need a more clear tutorial ask me.
