Sorry I wasn't able to post the picture. He has a white costume with what looks like an m on his chest. He wars a mask with what looks like an x on it. He has a black belt. He looks a little like space ghost but with a red m or lightening bolt on it.
Sorry for the vague description but any help would be great.

The white costume and lightning bolt made me think of Madman at first, but I think you're spot-on with your suggestion Trickstyx.
