I'll give it a go, Super-stupid. The orginal Legion of Superheroes are teen-agers from the 30th century super heros and heroins who were inspired by the exploits of Superman, who, by their century was considered to be the greatest super hero of all time and space and who had his own museum dedicated to him in 30th century Metropolis.
They formed a formal organization to fight crime, had official head quarters where they met, and quickly became Earth's, (and most other peace loving planets), main line of defense against the bad guys.
Early in their careers, they decided to travel back in time and invite Superboy to join their ranks. After that, they also invited Supergirly to join.
To become a member, you had to apply, have a power or powers which they deemed worthy of the LSH, and be voted in.
Later still, those members who had been rejected formed their own Legion and there was even a Legion of Super pets that were featured from time to time.
