This one is by Alex Ross
It's really more of an Avengers poster as you can see Thor and Iron Man in the background.
90's Captain America Movie Poster
Everybody is down on this movie, but the poster doesn't look half bad. In fact it kind of makes you assume this was a large scale movie production. At any rate they got the costume right at least as compared to the 70's TV movies.
This one is close except for the helmet
 but check these two out.
40's Captain America movie serial
Here in the 1940's movie serial poster you see of all things Captain America's shield is replaced by a gun.
