ATTA was originally the headquarters for Time-Rider. Since the first time variation occurring in Time-Rider volume one issue 19 it is unclear as to what ATTA's relationship will be with Time-Rider in the future. However, it seems the Lost Heroes including Hyde and Davy Crockett are still a part of the government funded organization which is located at Area 51.
ATTA stands for American Time Travel Association. The group was originally created under the watch of Franklin Roosevelt.
