Harry S Truman
Fearing that the deaths of Captain America and Bucky during World War II, if revealed, would be a blow to morale, President Truman asked William Naslund, the hero known as the Spirit of '76 (a member of the Crusaders), to assume the identity of Captain America. Assisting him was Fred Davis, a former bat-boy for the New York Yankees, who had posed as Bucky in 1942. The new Captain America and Bucky finished the rest of the war and continued to fight crime with the All-Winners Squad. Naslund was killed in 1946 fighting the android Adam II, and Captain America's identity passed to Jeff Mace, the Patriot. What If #4 (Aug. 1977)
John F Kennedy
John Fitzgerald "Jack" Kennedy (May 29, 1917 – November 22, 1963), often referred to by his initials JFK, was the thirty-fifth President of the United States, serving from 1961 until his assassination in 1963.

The entire Marvel universe practically shows up on the White House lawn while General Ross debates with President Reagan on whether or not to pardon the Hulk. Marvel Transformers U.K. Annual 1985 contained a story called "Plague of the Insecticons". Optimus Prime lead Prowl and Warpath to a meeting with President Ronald Reagan in Washington D.C. to open a dialog between the Autobots and the U.S. government. The evil Insecticons attack the U.S. military in the name of the Autobots hoping to derail the peace talks. Although the Autobots managed to chase off the Insecticons Optimus Prime gave up on explaining the misunderstanding to Reagan, thinking he would never be believed. Reagan had been ready to hear what Optimus had to say and was disappointed they gave up so easily.
Superman meets with Ronald Reagan in 1986 in the Legends mini series. In the DC Comics Legends Mini Series a Darkseid operative turns the public against America's superheroes and the chaos reigns in the streets. The President is forced to issue an order to restrict all superhero activity. In the last issue the Martian Manhunter J'onn J'onzz assumes the identity of the President to draw the fire of terrorists in the White House. His super heroic act convinces Reagan to rescind the order against the heroes. Superman and the others are able to defeat the bad guys and regain the publics trust once again. Legends was penciled by comic legend John Byrne.
Reagan's Raiders 1987
Reagan's Raiders was sort of a action packed mad magazine satire. Ronald Reagan dressed in a Captain America like outfit and was given super powers as well. Raider's was published in 1987 and was created by Rich Buckler and Monroe Arnold. It's nothing but pure 80's camp. Issue 3 actually involved Rambo and followed the storyline of Rambo 2 ,sort of.
What If # 3 starring Captain America 1989 What If # 3 was based on the 80's Captain America storyline where Steve Rogers gave up being Captain America for a time to avoid being the government's pawn. In What If #3 Cap is called a traitor, and The Super-Patriot goes after Cap to bring him in. SHIELD was sent to break up the fight, but President Reagan steps in to solve the problem declaring Super-Patriot will help the government, and Captain America would remain an independent agent with all charges dropped against him. Unfortunately, this is a What If story so a happy ending is not in the cards. The Red Skull orders Cap shot, and Cap is assassinated with the Super-Patriot taking his place as Captain America.

Bill Clinton
1997 in the Heroes Reborn Universe Nick Fury meets with President Clinton to discuss the secrets of that universe's Captain America.
Lex Luthor President of the United States
Deciding to turn to politics, Lex becomes the president of the United States, winning the election on a platform of promoting technological progress. His first action as president was to take a proposed moratorium on fossil-based fuels to U.S. Congress.
Luthor is assisted by the extreme unpopularity of the previous administration's mishandling of the Gotham City earthquake crisis. After six months, Gotham is restored and rejoins America. Ironically, Batman ultimately learns that the entire debacle was the fault of Luthor alone, which results in Bruce Wayne severing all commercial ties between the U.S. government and his company, Wayne Enterprises, in protest of Luthor's election as President. Luthor responds in turn by ordering the murder of Wayne's lover Vesper Fairchild and framing Wayne for the murder.
An early triumph of Luthor's first term is the Our Worlds At War crisis, in which he coordinates the U.S. Army, Earth's superheroes and a number of untrustworthy alien forces to battle the main villain of the story arc, Imperiex. However, as it is eventually revealed, Lex knew about the alien invasion in advance and did nothing to alert Earth's heroes to it, which led to Topeka, Kansas being destroyed by an Imperiex probe.
Removal from office
A cadre of superheroes eventually break ranks from the Justice League and Batman, who forbid any attempt to unseat Luthor from office by force, and storm the White House. This was predicated by an attempt on Luthor's part to link Superman to a kryptonite asteroid that is hurtling toward Earth. In a desperate gambit, Luthor uses a variant combination of the "super-steroid" Venom (a chemical associated with the Batman villain Bane) and an Apokoliptian battlesuit to fight Superman directly. The madness that is a side effect of Venom takes hold, and during the ensuing fight with Superman and Batman, Luthor admits he had traded the creature Doomsday to Darkseid in return for weapons during the Our Worlds at War crisis; this inadvertently provides a confession, which is captured on video by Batman. Returning to the LexCorp building to regroup, Luthor finds that the acting C.E.O., Talia Head, has sold the entirety of the company assets to the Wayne Foundation (owned by Bruce Wayne, the alter-ego of Talia's past love interest). Following Luthor's bankruptcy and total disgrace, Vice President Pete Ross briefly assumes his place as President. Based on the Timeline of the DC Universe, Luthor serves less than three years.
Pete Ross President
Post-Crisis Pete Ross married to Lana Lang began a career in politics that got him elected to the United States Senate. In 2000, Senator Ross became Lex Luthor's vice presidential running mate in Luthor's bid to become President of the United States, and after the two won, Lana moved to Washington, D.C. Eventually, Luthor was forced from his office, and Pete Ross became president (and Lana the First Lady of the United States). Lana began to subtly attempt to regain Clark's affections, much to the anger of his (now) wife Lois Lane. Pete and Lana briefly reunited after Superman saved them from being killed by the villainous Ruin in Adventures of Superman. Pete Ross is now currently living in Smallville.
